Which non-photo documents are acceptable as proof of ID / Address?
If the individual does not have photo ID you must examine:
1. A government-issued document (without a photo) which includes the person's full name and the person's address, for example an old-style driving licence or recent evidence to state or local authority funded benefit, council tax benefit, pension, tax credit.
2. Secondary evidence of the person's address, not downloaded from the internet, for example a utility bill, bank, building society or credit union statement or a most recent mortgage statement.
